Implement customizer, properties and actions for project nodes according to UI spec.

  I. needs API for active project:
    a. set/get active project
  II. needs profiles API:
    a. where to read profiles and profile types from
    b. how to set active/default profile of given type
   
  - notes:
    a. active project is session setting
    b. project view customization is project-private setting
    c. default BT is project-shared setting
    d. 4.2.3.2 is obsolete
    e. NFT wizard - we provide 'Name project and Select Location' dialog 
only
       the rest is nature specific

Create the Project Main Node customizer and API for modules allowing
to plug additional panels. Implement infrastructure provided panels:
General Panel, Build/Run Panel. This issue depends on issue #29797.
