Milan and I discussed this as a result of a user post on nbusers some time 
back. 

If Tomcat cannot start because of a port conflict, this is 
reported in the log file, and by the fact that Tomcat fails to start, but it 
would be helpful if we provided more information when this happens. It 
seems like users run into this quite often. 

I will attach a 
stacktrace. Based on it, it looks like the test port availability method 
could return more gracefully so that we can show the user a better message?

A detailed information about how to avoid the port conflict was
elaborated by Ann and implemented by Petr.
