1. Add an enternal Tomcat installation, and select a 
different base directory than the home directory.
2. The new installation will be displayed with the correct 
base dir.
3. Restart the IDE. The installation will have basedir set 
to the homedir.

Fixed on Nov 18, 2002. This was a trivial fix.

Integrated into sierrafixes branch (path 2).

Verified in Sierra patch 2.
