Implement NFT so that documentation books can be 
added to a project as resources. Context-sensitive 
javadoc should search them.

I'm now responsible for JavaDoc module.

Standalone JavaDoc resources are not planned. JavaDoc can be only a
part of library. Libraries JavaDoc provider support is covered by
issue 23817.
