Create the Project Main Node customizer and API
for modules allowing to plug additional panels.
Implement infrastructure provided panels: General
Panel, Build/Run Panel. This issue depends on
issue #29797.

Implemented with the exception of project view selection
and project renaming (see issue dependencies).
