NPE from JDK classes, strange. Maybe it is somehow related to our
URLStreamHandlers.

Pavle, please, assign PROJECTS keyword to issues you file against the
new projects. Thanks.

Rising priority since it is reproducible (see duplicate) and it makes 
projects completely unusable (and impossible to build/test on top of).

Should be fixed now. The real cause is the garbage created in
Projects/Open folder because of issue #28151, but the project system
definitely shouldn't fail with NPE.
