   To reproduce the bug:

1. Create empty 'BlankTagLibrary' in some mounted dir
2. Highlight the 'BlankTagLibrary' node
3. Bring up the context menu.
4. Select 'Customize'  from context menu

Attempting to verify in NetBeans build 030401, the 
accessible description is still not there for the dailog.
