See Figure 34; the user may opt to add the resource for various usage 
at the project level.  
If none of the option matches user's needs, or the user wants to 
specifically add the resource to one build target, she must remove the 
resource from all other build targets. The user has no option not to skip 
this configuration step and do it later, precisely.

the implied assumption is that the user has many b.t. and will often
want to add resources to only 1 of the many. the likelihood of this
case is, i think, low given the types of activities we are optimizing
for. 

i'm marking this as an enhancement and well look at user feedback to
see if this is something we really need to optimize for.
