I would recommend adding a warning on the first dialogue 
prompt of the installer to have the user shut down programs 
that interfer with the installation.  For example, Java 2 
SE SDK with NetBeans 3.5 will hang at 6% of installation if 
Norton AntiVirus is running.

Or

Better yet, just have the installer check for such programs 
and shut them down.

Is this still actual ? Installer technology totally changed since 3.5 so I assume that Northon Antivirus is not a
problem any more :) 
 Please provide any specific case.

Yes, that is valid.
We have at least one known application which breaks installer work. It is Logitech Process Monitor (Webcam Effects 
Helper) application (LVPrcSrv.exe). See also Issue 119861 and Issue 117334.
