Build 20030812000
I clicked on a button beside 'DebuggerConfig'
combo-box after IDE was started and attached
exception was thrown. Also, the warning dialog was
appeared "No default build target is set for the
project {0} see properties of your project".

I increase a priority, because similar exception is thrown for another
action, also (e.g. Popup menu action 'Run with HelloWorld' in the
examples package)

It's the same problem as issue #35368 (binary patch for openide/looks
is out-of-date).
