This is a conclusion of the quarrel in
http://www.netbeans.org/issues/show_bug.cgi?id=35807.

The Java module should be able to not require that
other modules provide JavaDescriptors on their
build targets in order to make it possible to add
these build targets as java remote resources. This
should make it possible to remove the unhealthy
dependency of jarpackager on java module APIs
