Hm, the hidden category should not be presented in palette, but it must be possible to manipulate it. Probably it should be just better indicated that the given category is hidden. Maybe it could be also changeable via a property.
Added "hidden" tag to Borders category. It should be enough for the bean installation (user might want to install hidden bean). It stays still in the reorder dialog (also marked as hidden) - I admit it does not make much sense to try to change order of invisible category. But this cannot be easily changed now. Do you think this fix is enough?
IMO this is fixed - the user now should not be confused why the Borders category is not in palette. If you don't agree, please reopen.
