In netbeans 3.5.1, from the Explorer / Runtime tab, choose:

Installed servers / Tomcat / Internal Tomcat 4.0 / Properties

If you enter {filesystems} in the classpath of the External 
Execution Process, when you press F6 to run tomcat, it will 
include all the mounted libraries and directories in the project.

It does not require that they all be copied into the lib directory.

In netbeans 3.6 b1, I can't find a way to enable this feature.
