I set up the Japanese environment. Then I created
a JSP in Japanese.
When I execute that JSP the progress bar freezes
permanently with a red error message :
Deployment Error : String index out of range: -1.
See ide.log for details. 

This error might be related to the issue 39155.

Additional information:

Although the web module with the JSP is loaded, it is not possible to
introspect the web modules on the tomcat instance node. Double click
on web modules node throws the same exception (as attached).

Fixed.

The URL response from "http://localhost/manager/list" is different in
Japanese environment. This caused the IndexOutOfBound exceptions.
