Could you tell me which jdk you were using and which build of netbeans?

I was using j2sdk 1.4.2_04 with NetBeans IDE 3.6 RC1.

We are sorry, but Windows 2003 Server is not our target platform and
there was not enough time to investigate it. I hope next time...

As a workaround try to use .jar or .zip distribution, thanks for
comprehension.

Please test NB 4.1 dev installer or NB 4.0 installer. We now use
InstallShield MP 5 SP3. Please reopen if it happens again. Looks like
bug in Install Shield native launcher (native launcher searches for
JVM according to JVM resolution rules and then runs installer on found
JVM).
