When an user changes a server instance username
and password after the server has been started at
least once, these properties are not taken into
account.
To reproduce:
1) start a server instance (which appropriate
manager username/password properties)
2) stop the server
3) change the username or password
4) start the server again
=> the server is started, all manager's operations
 are allowed even if you specified a not
privileged user name or incorrect password.

this must have been fixed long time ago
