Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. open any code in the editor 
* make sure the tool bar for the editor displays
completely
3. mouse over 'Shift Line Left' or 'Shift Line
Right' icons on the tool bar

Result:
The tips are in English.

Obsolete milestone, please reevaluate

It has been fixed at past release. The translated  tips are displayed in the latest version 6.5.
