If I open an arbitrary properties file node in 
the explorer, I see

Filename
 |--Default language
   |-- property name

The default language bit is often inappropriate. 
Properties file are *sometimes used for* i18n, 
but alot of other things too. Putting i18n 
related stuff into every properties file view is 
silly and wastes sceen space and my time to open 
another tree node. 

I think the view needs to be smarter (or just 
less eager) about whether the property file is 
i18n related before putting in language nodes.
