UI Spec shows wizard panel for creating new Java
library without checkbox 'Set as Main Project'. I
think it's a mistake because user should be able
to set library project as main. Or is there any
reason why library project cannot be main?

I think it's as designed, since usually a library would not be the
main project. Of course it could be, e.g. if you had only the library
open, or if you were not interested in building other projects and
just wanted to build the library.
