Increasing the priority - this is P2 issue(see a11y bug priorities
guidelines:

The issue should be fixed in SimpleTargetChooserPanelGUI.java class
(projects/projectui module)

Step 1 of what wizard? New Project wizard and New File wizards have
been accessible

Definitely I thought Project Wizard.
But you're right.It seems to be accessible now.
