See screenshots of editor toolbar and form editor
toolbar. Editor toolbar buttons don't have border
but form editor toolbar buttons do. UI of these
toolbars should be consistent.

Instead of hacking the form toolbar to look the same
as the editor toolbar we changed it according to the main
IDE toolbar. So, there are still some (small) differences
between the form and the editor toolbar. If you consider
any of them serious, please, fill corresponding issue
against editor.
