IDE should build new JAR file if user changes JAR
file attrs for given project (excluded files,
compression) and starts Build action. It's not so
obvious that user has to do 'Clean and Build Project'.

Could detect changes in relevant properties when properties dialog
closed and offer (simple dialog) to do a Clean Project or Clean and
Build Project at that time.

I think it's more defect than enh. User can come to the state when everything
works fine in the IDE but it doesn't outside (see issue 59652).
