This works in new project from ex sources but not
in new | Web Application.

note:
Add lib.dir into project.properties in
WebProjectGenerator, make sure the folder is
really listened to when a lib is copy/pasted there
in IDE.

easy fix, but not done?
Target was 4.0 :-)
Why? 
or maybe it is fixed? I hope it is. In any case the new target should
be 4.1 definitely.

This issue is not fixed as of dev build 200502281900. I still
experience the same problem.
