Problem:
When XML file (specifically ant build script - 
not tested with vanilla XML) has ENTITY-style 
includes, these includes are included in the file 
when file is edited rather than remaining as &
{entity}; includes.

Occurs:
Fairly sporadically on master file edit.

we are not able to reproduce it. Is it only ant issue?

Will happen if you make edits in the tree view of the script (incl.
its property sheet). Not supposed to happen otherwise. If you can
*reliably reproduce* a case where it does, please add info to issue
#40714. However this bug is impossible in NB 4.0 so it is unlikely
much resources would be put into it, unless an obvious fix becomes
available that could distributed as a hot patch.
