Steps to reproduce:
- run IDE with new userdir
- open Keyboard Shortcuts (Tools | Keyboard Shortcuts)
- select Shortcuts radio button
- select one shortcut
- push Add button
- push Help button -> No Help
-> Help shows "Finding information about the IDE"
page

Help has been removed, there is an issue open to remove the Help button.
