The settings for the form editor and internationalization are not brought over from a previous 3.6 instillation.  

Tools > Options > Editing > Form Editor Settings
Tools > Options > Editing > Internationalization

A visual inspection of the pages from both versions has a direct 1 to 1 correlation to the fields, including the ordering.  This seems to indicate that the code underneath did not change, which may make this a low hanging fruit.

I am not sure where to start it, it seems to be an install task but I may be wrong.  If it belongs in form editor and internationalizaiton then pehaps this bug should be split into two bugs, one for forms and one for i18n.

This bug is now exclusively related to form designer imports.  For the
