Check if the module is installed in 4.0 Beta and 
complain

Cannot be done, the NB APIs do not allow to do anything reasonable at 
module install time. For NB 4.0 Beta 2, the profiler module actually 
fails to satisfy some dependencies on deprecated API, and will not 
install.

Since M3 will migrate to 4.0, closing this as WONTFIX.

Reverting to the original Target Milestone value changed by mistake. Sorry for
inconvenience.
