Steps to reproduce: 
o deploy web module 
o stop the server 
o change the server port 
o try to redeploy ... 
 
Module URL is returned as TargetModuleID. If the 
server port changes, TargetModuleID changes too 
and it causes depoloyment to fail (the need to 
undeploy the old module is not recognized).

Setting the target milestone to prome-E. It is too late for this 
change, since if we fixed this now, redeployment of the already 
deployed application would fail.

Can't reproduce it anymore. It must have been already fixed.
