Currently I believe the hover only displays the
most recent values (what is displayed at the far
right of the chart)

When I am hovering over earlier data points, as a
user what I expect is the value for the data point
that corresponds to the particular time (x axis)
that I have the mouse cursor on.

Changing issue type to enhancement. This will likely be addressed 
when we move from using JFreeChart to something that performs better, 
likely our own implementation of graphs.

This should be addressed as part of migrating to new charting library

Basic fuctionality requested in this issue was implemented in new chart library 
and will be available in M6 - tooltips showing value according to the cursor 
position.
