When you start IDE with appserver plugin, but
without appserver, there is a problem that
appserver is default server, but it's not working
till J2EE platform manager is used.

It can be solved by several ways:
1. Display J2EE platform manager dialog
automatically for the first time after installing
appserver plugin.
2. Move J2EE platform manager menu item from Tools
menu to popup menu of Appserver node under
Runtime. This is the place where most users
looking at.
3. Let Tomcat server as default after installing
plugin and change it to appserver just after
setting path in J2EE platform manager.

Only one, two or even all three ways can be
implemented.

3/ is implemented now: if the location is bas, no default instance is
created for app server, so that tomcat stays the default.
