Tomcat 5.5.4 now included with NetBeans nightly
builds does not contain
commons-dbcp-<version>.jar. It was always included
as far as I can tell.

This jar does not come with the standard Tomcat 5.5.x distribution 
so there is nothing we could do about it. Tomcat user list would 
probably give you the answer why it was removed.
