When trying to add remote server instance with 
"Add application server instance"  wizard - only
local appserver is supported. Only if the IDE is
setup correctly with a local server user can
register remote servers.
User should be notified that he needs to have
local server on the same machine as the IDE ( Not
all the users are familiar with jsr 88)
