1. create a web project with existing sources.
2. from the file system, set the "context.xml"
file to read-only.
3. go to project properties.
4! hit OK. an error dialog stating "cannot save
configuration data for Tomcat55 to TBD" shows up.
i have no idea what TBD is so it took me a while
to figure out. how about a message that a n00b
like i can understand?

I changed the error message to say:
Cannot save configuration data for Tomcat 5.5 to [the file name].

This does not work for app server because it does not throw
ConfigurationException when save operation fails. I filed 55113 for that.
