My company uses Tomcat 4.1.31 for production, so I 
added a Tomcat 4.1.31 on my machine to the 
Netbeans 4.0 runtime. When I tried to start this 
Tomcat from Netbeans, Netbeans attempts to do so 
and then times out.

I'm sorry, but Tomcat 4.x is not supported in NetBeans 4.0 nor in 4.1.
We support only Tomcat 5.0.x in NB 4.0. NetBeans 4.1 will support
Tomcat 5.0.x and Tomcat 5.5.x.
There are no plans to support Tomcat 4.x although there are plans for
generic ant-task deployment support (see similar issue 49541) and
there are some tutorials from community how to set up Tomcat 4.x
deployment in freeform project - check the URL.
