The Next button is the default button when active and does not require
a mnemonic. In this case, in the second panel of the wizard, it is
disabled. This behaviour is true for most/all wizards in Netbeans.

No any wizard has Next with (N) mnemonic. See e.g. New File/New
Project wizards - closing as Invalid.

Anyway it's P3 according to A11Y guidelines:
