When a new project is created, breakpoints and watches set for the previous project remain in place and can be accessed via Explorer | Runtime | Debugger or Debugger Window. This is in sync with the User`s Guide which says the following: "Current Project Settings, such as settings for compiling, execution, debugging, are saved for the new project. The only Project Settings not saved are the Filesystems Settings." However, the newly mounted directories/JARs may be different from the ones mounted for the previous project. Suggestion: Breakpoint and Watch settings should not survive accross project boundaries.
Priority is changed to P4 (normal).
Watches and breakpoints again survive project creation in Pilsen (build 010314).

This behaviour is as designed by now. Changes in projects forced as to change the behaviour of serialization.
Resolution Wontfix -> Status Closed.
