1. Assure AppServer is not running. 
2. Start IDE with new userdir
3. Register AppServer
4. Create new Web Application
5. Create new Web Service
6. Add Web Service to registry. Port number is set to 4848.
If then I start appserver and repeat registration of WS, port is correctly 8080.
If then I stop appserver or restart IDE, port is always correct so this bug
occurs only once with new userdir and with stopped appserver.

No more registry, as of today in 5.5 daily...
To test a WS, you need a running server, and there you know the correct data.
