Steps to reproduce:
- Create Web Application
- Run it
- When Deployment Progress Monitor appears check the buttons labels:
They're:
Stop "Start Application"
Cancel "Start Application"

These labels are incorrect

This one is similar to issue 49598.

Btw, I don't see any reason why button labels should be updated according to
deployment progress. I don't think that really quick changes of button labels
and sizes is a good OK.

Start "Start application" & Stop ..
Start "Redeploy" & Stop ..
Start "Undeploy" & Stop ..

Having constant button labels "Start" and "Stop" would be much better and would
suffice, IMO.

Pavel, Jirka what do you think?

There will probably be a generalized progress indication in 4.2, so this won't
be relevant.
