With a moile application, when I put a package.html file in the source directory
for a package, it is not included in the resulting javadoc.

I think it may have something to do with the preprocessing step where java files
are preprocessed and put in a generated source directory.

javadoc build target is maintain by java projects, reassigning

the issue has been fixed in Mobility Pack 5.0
you can test it with Beta - http://www.netbeans.org/kb/50/mobility.html
