When somebody uses smaller resolution or resizes the IDE so the Welcome screen does not fit into the 
window, scroll bars should appear.

this is as designed, scrollbars in Welcome does not make sense (which is why
there were no scrollbars in the previous version)

Welcome screen used to have scroll bars. I don't know who desided to leave this
behind, but if the HIE person isn't informaed about it .. I am surprised.

Anyway, without any objection for a month - verified
