Steps to reproduce:
1) Create module suite
2) Add a nb module (MODULE) project to modulesuite
3) Add FileSystem module to MODULE classpath
4) Modify the module list in platform. For example remove WindowsAPI
User can add the WindowsAPI to MODULE project classpath  now.
