When server is not running, user cannot access Properties sheet (Properties
command is not available on right-click pop-up menu).
For other server plugins, AS, JBoss, and Tomcat: Properties are available when
server is not running.
It would be nice to have a consistent user experience/implementation. Even
having the Properties available but read only would be good.
