New project->NB module wizzard insist on filling in the layer name, although a
layer-less module is perfectly legal. It should be possible to create a module
w/o  layer and add layer later.

Not in this rev. Too many possibilities to test, and too many potential bugs, if
users are adding or removing XML layers after the fact. For 5.0 you must
manually delete the layer (and manifest entry).

Can now leave XML Layer field blank to create no layer with the new module. Any wizard which adds a layer entry would
create it automatically, normally in the same package as the localizing bundle. #c15dda9568ee
