Build zip action on module suite creates zipped application. The zip doesn't
contain these files:
moduleCluster.properties
and module_tracking.xml

I know. So what? It is true that NetBeans IDE builds contain these files (which
I think should be changed - see issue #47641). There is no reason I can see for
other people's applications to get this junk in them. Auto Update does not need
them. The build harness, when using "chained" platform mode, does not need them.

For example if you are using xtest. Xtest allows to run tests agains binaries.

What does XTest need moduleCluster.properties for? Doesn't have any info that is
needed in a binary-only build, I think. And module_tracking.xml simply
duplicates info that is already available in */update_tracking/*.xml.
