The most up-to-date description is in editor/codetemplates Architecture document http://www.netbeans.org/download/dev/javadoc/org-netbeans-modules-editor-codetemplates/architecture-summary.html but I had to update it as well - there were three hint descriptions missing (array, type and editable). I would like to ask pkeegan to update docs. Thanks a lot. Help has been written for the code template feature (after this issue was filed, I think). We have passed doc freeze, so I don't anticipate further updating the existing help, unless others agree that it is a showstopper. We might be able to put something in an article.

Help still missing in 6.0 beta1. It should be available on F1 from the "Expanded Text" tab
Not in Beta 1. It is in trunk. You'll see it in daily builds or in Beta 2.
