The issue was reported by Marek Grummich, I can't reproduce the issue in NB 5.0
build 20051220 but we should definitely look into. There are steps:
1) create Web project
2) enable JSF and Struts frameworks in New project wizard
3) deploy module in App server
4) go to projet's properties panel and change target server to Tomcat
5) deploy in Tomcat and get NPE, see attachement
