I've begun to notice that the threads timeline graph starting to show a
considerable amount of monitor waits when I've instrumented for memory utilization.

I never noticed this before.  The graphs look fine for the 15 minutes of the
test where I was only monitoring the threads, but then once the code was
instrumented, I see a ton of red across the threads.

Could you please provide exact configuration & steps how you got to this state? 
I'm unable to reproduce it using Modify Profiling from Threads Monitoring to 
Analyze Memory Usage on attached Tomcat.

I haven't seen this behavior in quite some time. (and have been more recent
versions).

I'd say close this and if I ever hit it again, I'll be sure to provide much more
detail then.
