Build failure for external modules after generating JavaHelp until defined
${jhall.jar}. JH search indexer (jhall.jar) should be bundled. See #6660 for
more information:

I will take responsibility for this. Basically awaiting legal approval for
bundling of jsearch.jar; actual impl pretty simple. If we don't get approval,
we'll put in some GUI code to make sure you don't run the wizard without having
the JAR set up correctly. Either way we're OK, I think.

This is technically an issue in 5.0 as well - there was no wizard for JavaHelp
but the harness supported building it.
