Have Glassfish b43 installed
1) New -> Web Application ->  Choose Glassfish and 'Java EE5' version
2) Next -> Add Jsf and Struts framework
3) Finish

When you check Properties of this new project, there's no Jsf and Struts 
framework present, nor appropriate Jsf library.
Also 'Compile File' used on 'WelcomeJsf.jsp' results in CCE.

There is something wrong with deployment descriptor. It's probably connected
with #75162
