i've created new (x)html file and tried open it in web
browser (right click on it in projects view and | view)
mozilla output:
Firefox can't find the file at /F:/my_work/WEと粮/と粮Jot粮WebApplication4粤め
Eweb/と粮Joi粮new粤ろxhtml.xhtml.

when i tried open this file within OS (outside IDE) all worked fine.

if i change tools -> options -> advanced -> IDE conf -> System settings -> Web
browser to Internet Explorer it works just fine.
Can this be mozilla issue?
(using 1.5.0.4 for windows)

I saw this issue in the past as well. It can be really Mozilla fault. I will
investigate more this issue.

 we have seen something similar in other places
but am wondering if it might  be some way of our communicating encoding
of the file name to browser ; that although it works for IE something
else is needed for moz (that would work of course for IE also)

I spend with the similar issues a time in January and now again. I'm convince
that this is not NetBeans fault. The prove: when you start Firefox and open such
html file (multi-bytes in the path and name of the file), then the Firefox is
not able to display the file, Explorer yes.
